SB55-ASA1,482,16 728.015 Forestry demonstration and education center. The department
8shall develop a plan to establish a forestry demonstration and education center. As
9part of the planning process, the department shall conduct a review of possible
10locations for the center. The possible locations that will be reviewed shall include
11sites in southeastern Wisconsin, including sites in Havenwoods state forest and
12other sites in Milwaukee County. The department may not acquire any land, or any
13interest in any land for the establishment of this center, if the department, after a
14reasonable investigation, determines that there are residual amounts of arsenic or
15other contaminants on that land that are at or exceed a level that may pose a danger
16to public health.
SB55-ASA1, s. 1153q 17Section 1153q. 28.06 (2m) of the statutes is amended to read:
SB55-ASA1,482,2418 28.06 (2m) Surcharge. A person who purchases a seedling under sub. (2) shall
19pay, in addition to the price of the seedling charged under sub. (2), a surcharge of one
20cent
for each seedling purchased. Beginning on the effective date of this subsection
21.... [revisor inserts date], and ending on June 30, 2002, the surcharge shall be 2 cents
22for each seedling. Beginning on July 1, 2002, the surcharge shall be 3 cents for each

SB55-ASA1,483,25 1929.032 Internet bidding process. The department of natural resources shall
20post its specifications for the operation of a statewide automated system for issuing
21approvals on an Internet site maintained by the department of agriculture, trade and
22consumer protection. The department of natural resources shall ensure that the
23Internet site provides a means by which contractors may electronically post bids to
24provide the statewide automated system and by which contractors may view the bids
25posted by other contractors.

SB55-ASA1, s. 1171gh 13Section 1171gh. 29.324 (3) of the statutes is amended to read:
SB55-ASA1,488,1814 29.324 (3) A person who kills a deer under sub. (2) or (2m) shall ensure that
15a member of his or her group deer hunting party without delay attaches a current
16validated deer carcass tag to the deer in the manner specified under s. 29.347 (2).
17The person who kills the deer may not leave the deer unattended until after it is
18tagged.
SB55-ASA1, s. 1171n 19Section 1171n. 29.335 of the statutes is created to read:
SB55-ASA1,488,23 2029.335 Baiting of wild animals for hunting and dog training purposes.
21(1) In this section, "undisturbed carrion" means carrion of a wild animal that has
22not been moved by humans from the place where the wild animal died except to the
23degree necessary to field dress the wild animal.
SB55-ASA1,489,3 24(2) (a) Except as provided in par. (b), no person may use honey, bones, fish,
25meat, or solid animal fat or parts of dead animals for the purpose of hunting or for

1the purpose of training dogs to track, trail, or otherwise locate wild animals. The
2department may not otherwise restrict or prohibit the types of bait used for any of
3these purposes.
SB55-ASA1,489,74 (b) A person who is hunting coyote, fox, raccoon, or any wild animal for which
5there is no closed season or who is training dogs to track, trail, or otherwise locate
6coyote, fox, raccoon, or any wild animal for which there is no closed season may use
7undisturbed carrion as bait.
SB55-ASA1, s. 1177g 8Section 1177g. 29.347 (5) (a) of the statutes is amended to read:
SB55-ASA1,489,139 29.347 (5) (a) Any person who while operating a motor vehicle on a highway
10accidentally collides with and kills a deer may retain take possession of the carcass.
11If the motor vehicle operator does not want to retain take the carcass, the carcass
12may be retained taken by any other person who is present at the scene of the accident
13at the time the collision occurs or at any time after the collision occurs.

9under which the department pays each agent appointed under s. 29.024 (6) (a) 2. or
103. a payment of $1.50 for each time that the agent processes a transaction through
11the statewide automated system contracted for under s. 29.024 (6) (a) 4. This
12payment is in addition to any issuing fee, processing fee, or handling fee retained by
13the agent. The department shall make these payments by allowing the agent to
14retain an amount equal to the payments from the amounts that are collected by the
15agent and that would otherwise be remitted to the department.
